If the business of marijuana were legal, the industry would provide many opportunities for the creation of wealth in the private sector. The public would also benefit by the significant increase in funding available to local government in the forms of taxes, fees, permits etc. which could be generated by legalization. As well as allowing home cultivation on a small scale comparable to the way we allow home brewing of beer, the city should consider permitting a limited number of growers to establish commercial facilities. A limited number of retail outlets (maybe coffee shops?) would be allowed to sell limited quantities to patrons 21 years of age or older. Medicinal marijuana could be regulated and certified by testing as to strength and chemical makeup.
