We need small off-leash areas throughout our neighborhoods. These would be a city lot or two in size, be adopted by the neighbors (supported by those volunteers) and much, much smaller in scale than the limited current mega-dog parks like Magnuson. No extra parking, simple fence, trash cans, and neighborhood work parties to support. Use salvage spaces at existing community centers, city lots, etc. Let them form from the grassroots up via petition from the neighborhood group to identify location and need.

I just moved from Washington, DC which has several small parks. Each neighborhood has it's own park, and although small, provide a place where the dogs can run free in a fenced area and socialize. It's also a great community building thing for people!

Great idea. I think it promotes people getting out and about and moving. And if there is less dog waste on sidewalk curbs in neighborhoods that aren't dog friendly, this may make way for a more positive pro-dog attitude.
