Seattle is limited by geographics as to how much industry they can attract or ships they can draw into the port. Other than the obvious ones like attract more businesses to headquarter in Seattle the only other surefire way of making more jobs is to make the city run more than 8 hours a day.

That would probably require more police presence to keep people safe 24/7 (good thing), more sanitation 24/7 (good thing), better public transportation management (good thing) to get people to and from at all times of the day or night...
You want people to reside in Seattle 24 hours a day... not for 8 hours while they work then commute to Bellevue and spend the money they earned here in Seattle. It doesn't do anything for Seattle's economy when that occurs. The more time people spend within Seattle, the more likely they'll spend their money in Seattle and with that the taxes that will go back into the city to pay for things like dog parks and bicycle lanes.
