I would modify this to say that DMI, if tried again, should have resources to allow sustained social service delivery to participants, and should rely less on zero tolerance rhetoric toward participants. Without adequate resources, it is unrealistic to expect sustained changes in individual behavior, and it is well established that harm reduction models achieve more for many involved in drug use than a zero tolerance approach.
